With the belief in strengthening the auto industry by consolidating the industry players into an all-inclusive organization, Mr. Jose Ch. Alvarez took the initiative of convening the automotive companies then and provided the needed initial resources for CAMPI’s formation. Thus, on May 16, 1995, CAMPI was born with an initial 11 founding member-companies.

CAMPI VISION STATEMENT: A socially responsible automotive industry association in partnership with the Philippine government and other stakeholders in pursuit of economic growth through the development of a viable and self-sustaining local automotive industry.

CAMPI MISSION STATEMENT: To be an engine of growth through investments and government revenue generation, employment creation, manpower skills development, technology transfer, environmental protection and safety promotion under a policy environment responsive to the developmental needs of the industry and society.

CAMPI MILESTONES (AT A GLANCE)

1995              CAMPI was formed on May 16, 1995 by 11 member-companies composed of motor vehicle manufacturers that participated in the Motor Vehicle Development Program (MVDP) of the government.

1998               CAMPI supported the passage of Republic Act 8506, An Act Banning Right-Hand Drive Vehicles for the safety of buyers and motorists.

1999               CAMPI actively participated in the formulation of R.A. 8749, better known as The Philippine Clean Air Act, particularly on the vehicle emission standards and regulations as part of responsible motoring.

                        CAMPI  supported the passage of R.A. 8750 also known as “The Seat Belts Use Act of 1999”

2002               CAMPI has significantly contributed to the crafting of EO 156, the New Motor Vehicle Development Program whose goal is to promote vehicle assembly and the use of local parts, promote exports, expand the local market, promote efficiency in the domestic industry, increase value-added, create jobs, and transfer technology where the Philippines may be considered as a regional hub for specific model production within the ASEAN region.

2004              CAMPI cooperated in the formulation and passage of R.A. 9224 known as the Rationalization of Excise Tax for Motor Vehicles.

2005              CAMPI welcomes Customs Memorandum Order 16-2005 which bans the entry of imported right-hand drive vehicles into the country.

2006              CAMPI supported R.A. 9367, otherwise known as the Biofuels Act, the first of its kind in Southeast Asia.

2007              CAMPI draws more than 60,000 visitors to the first Philippine International Motor Show on August 9 to 12, 2007.   With the inaugural theme of “Shifting to Higher Gear”, the 1^st PIMS brought together global brand auto manufacturers, assemblers, importers, auto suppliers, and related industries.  The participants occupied the entire World Trade Center including its open areas showcasing their latest and the best technologies and services in the automotive world.

For the first time in a decade, the Philippine auto industry sold over 100,000 units.

With the continuing advocacy of CAMPI against imported used vehicles, the Supreme Court upheld with finality the validity and constitutionality of the used vehicle import prohibition provided in EO 156.

2008               Riding on the crest of the successful inaugural staging of the PIMS, the 2^nd PIMS was staged on August 21-24, 2008 at WTC with the theme “Drive the Future: Towards Cleaner and Safer Motoring”.  It attracted 15 global auto brands with about a hundred vehicle models on display occupying an expanded floor space of 11,000 square meters.  No less than the President of the Philippines, Her Excellency Gloria Macapagal Arroyo, graced the opening ceremonies of the 2^nd PIMS.                 

2009              ACCOMPLISHMENTS of CAMPI which are for the benefit of its members :

•    1.)  MVDP Review
•      In support of CKD expansion, CAMPI recommended the following major policy support measures: expansion of CKD production and its market by lowering the cost of doing business; strengthen used vehicle and parts prohibition; program for emerging technology and its support infrastructure; expansion of demand side thru flexible and affordable financing schemes and buy local (CKD) program; BOI and industry should assess and update the industry roadmap; export promotion; technical standards; policy coordination thru an inter agency body. 
• 2)  JPEPA
•   CAMPI initiated the review of JPEPA.  CAMPI position is to defer tariff elimination for motor vehicles and parts and components up to the       maximum allowable period to allow the industry to fully prepare and adjust before full liberalization.
• 3)    Other FTAs
•  CAMPI consistently held its position to include motor vehicles in the sensitive list of the ASEAN-Australia New Zealand FTA.
• 4)    Used Vehicle Prohibition: Footnote in the Tariff and Customs Code
•  To avoid confusion and misinterpretation, CAMPI requested that a footnote be included in the CEPT tariff schedule to make it clear that the prohibition applies to all used vehicle importations, whether under MFN or CEPT.  Tariff Commission immediately agreed to the CAMPI request by placing the footnote right after the description. Hence, the Tariff and Customs Code was revised.
• 5)    Used Vehicle Prohibition: Continuing Advocacy
•  Matter consistently being taken up by CAMPI in all forum (e.g. PORTAL, Congress, DTI/BOI, DOLE, FPI Anti-smuggling Committee, PASG, APEC, AAF) to ensure the implementation of the SC decision upholding the prohibition.
• 6)    Used Vehicle Prohibition: Anti-Smuggling Activity
•  CAMPI as Chairman of PORTAL Commodity SubGroup on motor vehicles is leading the formulation of measures to curb vehicle smuggling together with BoC.
• 7)    Ease of Doing Business
•  Worked together with the BOC to expedite shipments and lessen red tape especially with regard to CBU xray scanning.
• 8)    New Electronic System of CP Processing
•  Worked together with the BOC and LTO  on the issue of delay in CP processing to avoid backlogs in vehicle registration which entailed costs implications. A new system was to be developed which minimized human intervention, facilitate the ease of doing business and cut red tape. Coverage:  applicable to CAMPI members initially  
• 9)    Deferment of Euro 4 Implementation
•  Initial target of Phil. Government for Euro 4 implementation is 2012.  CAMPI presented to AAF (ASEAN Automotive Federation) and to the Phil. Gov’t its position to defer Euro 4 implementation after 2012 in consideration of the preparedness of the oil refineries and the economic implications both for the vehicle assemblers and oil refiners.  AAF agreed to defer the Euro 4 adoption/ implementation and submitted this to the ASEAN governments to which no objection was posed.  The DENR agreed to set the adoption of Euro 4 in 2016.
• 10) Revision of the Current Emission Regulation
•  To fully align with Euro regulations and standards to include the latest updates, current emission regulation was revised by DENR-EMB and CAMPI.  CAMPI recommendations were adopted.
• 11) Public Advisory on the use of E10
•  CAMPI is at the forefront of safety and proper information dissemination for motorists. CAMPI insisted in the proper labeling of the use of E10 where it is recommended for fuel-injected engine only, to be transparent to the public regarding its compatibility to vehicles.
•  DOE adopted the label.
• 12) Biofuels Act Implementation
•  In response to the request of DOE and National Biofuels Board (NBB) for support in education and information dissemination on the use of biofuels, the following actions were taken by CAMPI:  CAMPI submitted guidelines on E10 compatibility to DOE and provided them the AAF proposed fuel specs for E100 and B100.  CAMPI members incorporated in their warranty booklets the information on the use of E10.  CAMPI members informed their dealers regarding models compatible with E10 to respond to public queries and properly advise customers.  CAMPI actively participates in standards development.
•  CAMPI is also tackling concerns like timeline for implementation of higher blends, test on impact of biofuels to engine, availability of appropriate fuels to address those vehicles which cannot use E10.

• 13) Standards Harmonization
•  CAMPI is an active member of the inter agency Committee on Harmonization of Vehicle Standards and Regulations (CHVSR). Philippine accession to WP29 is being pursued by CHVSR.  CAMPI participates in all working groups handling legislation, certification, standards development, international agreements  CAMPI strongly appealed to Phil. Gov’t to defer the implementation of R51 (Noise emission) and Euro4 considering their implications on the model development and support infrastructure.
• 14) CAMPI’s Assistance to Customers Affected by Ondoy
•  CAMPI immediately issued a public advisory in major dailies on the steps to be taken by the customers in handling their flooded vehicles. They also offered significant discounts to mitigate the cost of restoration.  CAMPI appeared in TV and radio to reach out to customers and at the same time inform the public on tips in handling submerged vehicles.  CAMPI made representation to both BoI and BoC to facilitate importation of needed parts to which green lane processing was extended by BoC
• 15) Radio Frequency Identification (RFID)
•  CAMPI continues to be active in the discussion on RFID and its implications.
• 16) Road Safety Advocacies
•  CAMPI participated in the drafting of the bill on road safety law and assisted DOTC in its filing in the House of Representatives.  CAMPI joined as incorporator in the Philippine Global Road Safety Partnership. 
• 17) Market Growth
•  The Industry surpassed the 2009 target of 125,000 by selling 132,444 units  Philippine auto industry is the only one in the region which posted a positive growth  2010 is looking to be another promising year with total sales forecasted at 147,000 by year end.

•  Bangko Sentral ng Pilipinas (BSP) Governor Tetangco personally awarded to CAMPI President a special citation during their prestigious Stakeholders’ Awarding Ceremonies last July 14, 2009. CAMPI bagged a special recognition for source of information for monetary policy-research. CAMPI was the only industry association given that honor.  FPI elected CAMPI through Ms. Lee as Board Member.  CAMPI through the Secretary General was designated as Chairman of the PORTAL working group on motor vehicles.  CAMPI through its Managing Director was chosen as the Chairman of AAF-TC3 WG1 on fuels and environment.
