AUSTRALIAN DEVELOPMENT SCHOLARSHIPS

Information for Intakes Commencing 2010
Country Strategy
The objective of Australia’s development cooperation program in the
Philippines is to contribute to improving the prospects for economic
growth, poverty reduction, and national stability in the Philippines.
The program will work towards this objective through assistance in
three main areas: economic growth; basic education; and national
stability and human security.
Human Resource Development
Since 2004, two Human Resource Development (HRD) programs of
Australia in the Philippines, namely, the Short-Term Training Facility
and the Australian Development Scholarships (ADS), have been
combined and are now managed through the Philippines-Australia
Human Resource Development Facility (PAHRDF).
PAHRDF targets key public and private institutions at the national
and local levels whose mandates are directly aligned with the
objectives of the Australia Philippines Development Assistance
Strategy 2007-2011 described above. The criteria for selecting
institutions are updated annually to ensure continuing relevance to
the changing environment in the Philippines. Consequently,
institutions supported through the Facility may change periodically.
Engagement with the Facility is by invitation only; hence, requests
from institutions for engagement through PAHRDF should be
addressed to the Facility Advisory Board composed of
representatives of the Governments of the Philippines and Australia.
PAHRDF aims to strengthen the administrative governance capacity
of Philippine organisations through customised HR solutions and
long-term training (or ADS) programs for nominated staff of these
institutions. Training recipients understand that programs are linked
to the organisational development of their workplace and that they
are expected to effect change in their respective organisations upon
completion of their training.
The Facility annually provides up to 80 long-term training slots (i.e.
scholarships) at the Post Graduate levels.
Application Process
Applications to ADS program in the Philippines are not sought
from individuals and no application will be processed outside
the Facility. Long-term training awards are given to selected
nominees from institutions involved in the implementation of
Australia’s development cooperation program in the Philippines.
These awards are negotiated with the partner institution by PAHRDF.
Restrictions
The selection process within target institutions is generally focused
on mid-career individuals who require technical or managerial skills
to support change and development in their organisations.
General eligibility criteria for nominees:
− be a Filipino citizen;
− be in good health;
− be under 45 years of age as of 1 January of each intake year.
− be employed by an institution targeted by PAHRDF, and
nominated for an award by that institution.
− have at least two (2) years work experience, either in the private
or public sector; For nominees from the public sector, at least
two (2) consecutive years; one year of which should be with the
current nominating agency;
− be in a position where the technical or managerial skills gained
through the recommended study program can be used to
effectively contribute to the organizational objectives of the
institution;
− hold an undergraduate and/or postgraduate degree to satisfy
Australian academic admission requirements, including English
proficiency standards;
− submit a re-entry action plan directly related to development
issues and consistent with the thrust of the Australia Philippines
Development Assistance Strategy 2007-2011;
− not a permanent resident of Australia; and
− not married or engaged to be married to a person who holds or
who is eligible to hold Australian or New Zealand citizenship or
permanent residence status.
− Other eligibility considerations are as follows:
− The scholarship is valid for the academic year following the offer
of award and cannot be deferred except for justifiable reasons
(such as health problems).
− Awardees are expected to travel to Australia alone, settle into
Australia, and complete and pass preliminary academic
preparatory programs before being joined by the spouse and
dependent children.
− Awardees should not hold other scholarships that would give
overlapping benefits.
